In the 1960s, the CIA tried to train cats to be spies. Yes, you read that right. Declassified in 2001, Operation Acoustic Kitty was a $20 million secret project to implant cats with recording devices, batteries, even an antennae in the tail so they could spy on Soviet leaders.
