4. Tom Baker (Fourth Doctor)
Tom Baker’s run on Doctor Who is iconic, probably partially due to his longevity in the role. He was the Doctor for seven years, a record still unbeaten. He was the first Doctor for a whole generation of Doctor Who fans. His floppy hat and big scarf are still iconic images for the franchise, and he is almost always voted as the top Doctor of the classic era. He may have stopped caring for his last season or so, but he was the center of a lot of classic Doctor Who episodes.
