John Anderton 

The protagonist of the story, Anderton is the Precrime Commissioner and co-founder of the Precrime Division. Working for the police has made him a suspicious, paranoid man. When he first sees his name listed as a potential murderer, he suspects everyone of conspiring against him, including his wife. Although he initially worries primarily for his own wellbeing, Anderton eventually decides that Precrime and the power of the police are worth sacrificing anything for, including his freedom.

Ed Witwer 

Anderton’s new assistant, a former member of the Senate who will someday take on Anderton’s role. His relative youth means that he is full of energy and idealism. Despite Anderton’s suspicions, Witwer joins Precrime as a true believer with every intention to learn from Anderton. At the end, Witwer is concerned about the implications of the minority reports.

Lisa Anderton 

Anderton’s wife, a Precrime officer. Despite Anderton’s suspicions, she is extremely loyal to him, even helping him escape from the police station to hear his reasons for running. She fully believes in the importance of the Precrime Division and is disappointed in Anderton when she realizes that he is considering sacrificing it for his own safety. She later opts to join him in exile.

Leopold Kaplan 

A former General of the Army of the Federated Westbloc Alliance and member of a secret group of powerful army veterans. Frustrated with demilitarization and the establishment of Precrime making his role obsolete, he becomes the puppet master behind Anderton’s debacle. As a power grab, he intends to raise the specter of human rights violations to dismantle Precrime.

Tod Fleming 

A huge and mysterious man who helps Anderton escape captivity, secretly working for Kaplan. Fleming stokes Anderton’s paranoia by confirming his worst fears about Witwer and Lisa, and encourages him to seek out the minority report.

Wally Page 

Anderton’s subordinate in the Precrime Division, secretly planted there by the Army. Page pretends to help Anderton figure out the conspiracy against him, but in reality is feeding information to Kaplan and Fleming.

Jerry, Donna, and Mike 

The three precogs, mutants who have developed a new part of the brain that allows them to predict the future at the expense of their other brain functions. They spend their lives hooked up to a computer, dehumanized and called “monkeys.”
