Haymitch Abernathy

A clever and courageous sixteen-year-old tribute from District 12, and the protagonist of the novel. Haymitch is illegally reaped as the second male tribute from his district for the fiftieth Hunger Games (also referred to as the Quarter Quell), and he spends the majority of the novel working to undermine the Capitol by destroying the arena. He is extremely devoted to his loved ones, especially his girlfriend, Lenore Dove.

Maysilee Donner

A snarky and defiant sixteen-year-old tribute from District 12. Maysilee resents the Capitol for its dehumanizing treatment of people from the districts and she uses her platform as a Quarter Quell tribute to fight back against them. Haymitch does not like Maysilee initially, because he thinks of her as wealthy and stuck-up, but the two come to depend on each other in the arena and Haymitch thinks of her as a sister. She is also the original owner of the mockingjay pin that Katniss is given at the start of The Hunger Games.

Lenore Dove

Haymitch’s girlfriend and a member of the Covey. Lenore Dove resents the Capitol and she is the first person in Haymitch’s life to envision a future when it falls, and she inspires Haymitch to attempt to overthrow it.

President Coriolanus Snow

The cruel and tyrannical leader of Panem and the novel’s main antagonist. Snow tortures or kills anyone who poses a threat to his power.

Plutarch Heavensbee

The man assigned to collect footage of the District 12 tributes, and a secret rebel. Plutarch gives Haymitch key information related to disrupting the arena, and invites him to join the rebellion at the end of the novel.

Wyatt Callow

The other male tribute from District 12. Wyatt is an oddsmaker, which he uses to his advantage to predict outcomes and share information about the other tributes.

Louella McCoy

A spunky thirteen-year-old girl and the other female tribute from District 12. Haymitch has called her “sweetheart” ever since she declared that she was his girlfriend when they were five and eight. She is killed in the chariot crash at the tribute parade and replaced by Lou Lou, a surgically constructed body double that Snow creates for the sake of the Games. 

Lou Lou

The double that Snow has created after Louella is killed. Plutarch guesses she is a child of a traitor who has been surgically reconstructed, drugged, and fitted with an earpiece. 

Ampert

A precocious twelve-year-old tribute from District 3, and the son of Beetee. It is Ampert’s idea to form the Newcomers, an alliance designed to rival the Careers. He also helps with the plot to blow up the water tank.

Beetee

A previous victor from District 3 who is being punished by Snow for attempting to sabotage the Capitol’s communication system. He is being forced to mentor his son, Ampert, to his death in the Games. It is Beetee’s idea to blow up the tank, and he smuggles the necessary supplies into the arena to help Haymitch.

Wiress

A previous victor from District 3 and one of the mentors for District 12. She helps Haymitch and the others by encouraging them to look for clues in both the training center and the arena. She is part of the plot to destroy the arena.

Mags

A previous victor from District 4 and one of the mentors for District 12. She sends Haymitch parachutes throughout the games as signs of support.

Willamae “Ma” Abernathy

Haymitch’s mom who raised him and his younger brother on her own after her husband died.

Sid Abernathy

Haymitch’s beloved little brother who loves the stars. While saying goodbye after he is forced to participate in the Hunger Games, Haymitch gives Sid gumdrops and instructs him to give them to Lenore Dove.

Drusilla Sickle

District 12’s cold and vain district escort, and wife to Magno Stift. Drusilla looks down on the tributes and has a combative relationship with Maysilee. She is ultimately replaced by Effie Trinket.

Effie Trinket

The cheery and efficient older sister of one of the members of Haymitch’s prep team, Proserpina. She swoops in to save the day after their stylist bails on them. Haymitch likes Effie and thinks that she is a kind person who has simply been brainwashed by Capitol propaganda.

Magno Stift

District 12’s apathetic and incompetent stylist. He refuses to put in any effort because he does not think that anybody cares about District 12. He is married to Drusilla but they have a strained relationship. 

Panache

A Career and a bully from District 1 who repeatedly targets Haymitch and tributes from traditionally weaker districts during the training sessions.

Silka

A Career from District 1 who is the final tribute left with Haymitch in the arena.

Maritte

A Career from District 4 who is one of the final few tributes left in the arena. She and Maysilee kill the three Gamemakers that she, Silka, Haymitch, and Maysilee stumble upon in the arena. 

Wellie

A sickly tribute from District 6 who almost makes it to the end of the Games by hiding in a tree. Haymitch saves her from the brink of starvation and intends for her to win after he destroys the Cornucopia, killing himself and Silka.

Caesar Flickerman

The charismatic TV host who interviews the tributes the night before the Hunger Games. His interview is the last chance that tributes have to leave an impression on sponsors before the Games begin. He still has the same job in the original trilogy. 

Proserpina and Vitus

Haymitch’s well-meaning but deeply out-of-touch prep team. They are University students who are participating in the Hunger Games prep for a grade. Proserpina is Effie’s younger sister.

Burdock Everdeen

Haymitch’s best friend and the father of Katniss Everdeen, the heroine of the original trilogy. Burdock is related to the Covey and is one of the last people to let Haymitch go after he pushes everyone away for their own safety. 

Asterid March

The love interest of Burdock, and the mother of Katniss and Prim Everdeen. Asterid works in the apothecary and she supplies Haymitch with sleep syrup to help calm his mind after he returns from the Games. 

Blair

Haymitch’s friend whom he ultimately pushes away for his own safety.  

Hattie Meeney

The District 12 bootlegger Haymitch works for. 

Clerk Cermine and Tam Amber

Lenore Dove’s uncles who raised her after her parents died. They are slightly skeptical of their niece’s relationship with Haymitch. 

Katniss Everdeen

The heroine of the original trilogy whom Haymitch loves and has come to think of as family. In the epilogue, Haymitch reflects that Katniss was able to succeed where he failed and that she is the one who really prevented another sun from rising on the reaping.

Peeta Mellark

One of the protagonists of the original trilogy whom Haymitch loves and has come to think of as family. In the epilogue, Peeta builds an incubator for the goose eggs that Katniss finds so that Haymitch can honor Lenore Dove’s memory.
