Effie Trinket is a Capitol resident and escort to the District 12 tributes. As the face of the Capitol and a symbol of the Hunger Games in District 12, she arrives each year to lead the reaping ceremony. With her colored hair and outlandish wardrobe, Effie is connected with the decadence and affluence of the Capitol, and her luxurious lifestyle is juxtaposed with the extreme poverty of District 12. Like the Capitol, she represents the wealth and prosperity of Panem that obscures the poverty and suffering of citizens in poorer districts.
Effie is driven by image. She wants herself, and by proxy the Capitol, to appear opulent, orderly, and professional at all times. She prioritizes her appearance and plasters on a "scary white grin" as she keeps the reaping ceremony running smoothly despite interruptions from Katniss and Haymitch. Effie is likewise obsessed with manners. She desperately tries to teach Katniss to act "like a lady," is put off by Haymitch's discourteous behavior, and even comments that the previous year's District 12 tributes upset her digestion by eating "everything with their hands like a couple of savages,” illustrating the disconnect between Effie and the residents of District 12 and Effie’s inability to perceive that these were children who had never had enough to eat in their entire lives. Clearly, Effie holds a certain amount of prejudice against the impoverished; she comments on the "barbarism" of the district, indicating that she sees its citizens as less cultured and less human than Capitol residents. When faced with the inhumanity of the Hunger Games and the injustice of class disparity in Panem, Effie maintains a perpetually cheerful disposition. Extremely off-putting and tone deaf, she remains a "maniacally upbeat woman" as she sends children to their demise, presenting the reaping ceremony as an honor rather than a death sentence.
Although complicit in the injustice of the Hunger Games and conditioned to uphold the corrupt customs and institutions of the Capitol, Effie showcases moments of humanity and compassion. The first indication of this occurs after Katniss shoots the pig during her private scoring session. Effie is reluctantly amused by Katniss’s daring and surprisingly angry, declaring that just because Katniss is from District 12 "is no excuse to ignore [her].” She appears to genuinely care for Katniss and Peeta and sees them as people rather than just entertainers, suggesting she is not wholly malicious as much as she is a product of the Capital’s conditioning.
