O’Brien explains to Winston in Book Three, Chapter 3 that the Party welcomes the existence of rebels against their government because they believe it makes them look strong to the people when they—as they always do—crush them. This deceit helps explain why Winston and others in the Party are the actual authors of the manifesto that the people believe was written by Emmanuel Goldstein, as O’Brien will reveal.
